Preheat oven to 350 F. Brown ground beef in a large skillet over medium heat, breaking it up with a spatula as it cooks. Drain grease and add in taco seasoning and water. Let heat through for another 5 minutes.
Heat refried beans in a microwave-safe bowl until smooth. Place tortilla scoops in a single layer onto a large baking sheet. Evenly divide the refried beans into each chip. Top with the taco meat mixture and sprinkle with shredded cheddar cheese. Top with tomatoes and olives. Bake for 5-10 minutes.
