In a large measuring cup, whisk together warm water with sugar and active dry yeast. Let sit for 5 minutes.
In a large bowl, combine flour and salt. Add in olive oil and yeast mixture. Mix until a dough forms. Knead dough on a floured surface until smooth, adding in more flour as needed. Place dough into a large greased bowl, turning to coat both sides. Cover with a towel or plastic wrap and let rise at room temperature until doubled in size, about 1-2 hours.
Preheat oven to 400 F. Deflate dough and spread it out into a lightly greased 9x13-inch baking dish. Mix minced garlic into the melted butter and evenly spread over the dough.
Top with shredded mozzarella cheese and sprinkle with grated parmesan cheese and Italian seasoning. Bake for 15-20 minutes.
