Place milk into a microwave-safe bowl. Heat in the microwave for one minute. Stir in sugar and yeast. Let sit for 10 minutes.
In a large bowl, combine flour and salt. Add in egg, melted butter, and yeast mixture. Mix until a dough forms. knead the dough on a floured surface until smooth. Place dough into a large greased bowl, turning to coat. Cover and let rise for 1-2 hours.
Preheat oven to 400 F. Deflate dough, divide into 12 pieces. Divide each piece into thirds and roll into balls. Place three balls into a greased 12 cup muffin pan. Cover and let rise for another 30-60 minutes.
Bake for 15-20 minutes. In a small bowl, combine melted butter, salt, garlic powder, and parsley. Brush warm rolls with garlic butter.
