Preheat oven to 350 F. Brown ground beef in a large skillet over medium heat, drain grease and mix with taco seasoning, salsa and water. Continue to cook over medium heat for another 5 minutes to heat through.
Separate biscuit dough and cut each into fourths. Spread the dough out into a large greased baking dish. Mix with the taco meat mixture. Sprinkle shredded cheddar cheese on top. Bake for 25-30 minutes.
