Preheat oven to 400 F. In a large bowl, whisk together flour, sugar, salt, baking powder, and baking soda. Add in butter using a pastry blender, until mixture resembles course crumbs.
Pour in milk, mix until a dough forms. Fold in blueberries. Fold dough out onto a floured surface, folding it over itself a couple of times. Cut out biscuits and place onto a large greased baking sheet. Bake for 15-20 minutes.
