To make the meat and vegetable mixture, ground beef is cooked with onion and garlic until browned. Ketchup, a bag of frozen vegetables, beef broth, and flour are all added to the meat and cooked until the creamy sauce has thickened. Spread it out into a baking dish. While the meat cooks, you can start the mashed potatoes, boil potatoes until fork tender, and mash with butter and seasonings. To save on time, you can also use a bag of precooked mashed potatoes, prepared according to the package directions. Spread the mashed potatoes over the meat and bake until the top of the mashed potatoes are lightly browned.

Ingredients
- 2 tablespoons olive oil
- 1/2 cup diced onion
- 2 cloves garlic, minced
- 1 pound ground beef
- 1/4 cup ketchup
- 1 ( 10 oz.) bag frozen mixed vegetables
- 1 cup beef broth
- 2 tablespoons all-purpose flour
- 2 pounds russet potatoes, peeled, cubed
- 1/2 cup butter
- 1/2 teaspoon salt
- 1/4 teaspoon ground black pepper
Instructions
- Preheat oven to 400 F. In a large saucepan, heat olive oil, cook onion and garlic until softened. Add in ground beef, breaking it up with a spatula until no longer pink. Drain grease and return to saucepan.
- Add in ketchup, vegetables, beef broth, and flour. Continue to cook for a few more minutes, until the sauce has thickened. Spread mixture out in a large baking dish. Place potatoes in a large saucepan over meidum heat, cover with water and bring to a boil. Let cook until potatoes are fork tender. Drain and place into a large bowl.
- Mash with butter, salt, and pepper. Spread mashed potatoes over meat mixture. Bake for 25-30 minutes.
