Preheat oven to 350 F. In a large bowl, whisk together flour, sugar, salt, baking soda, and baking powder. Add in eggs, milk, vegetable oil, and vanilla extract. Whisk until smooth.
Pour cake batter into a greased baking dish and bake for 30-35 minutes. Let cool completely. Crumble cake into a large bowl. Mix with frosting.
Form cake into bite-sized balls and set onto plates. refrigerate for at least 30 minutes. Place candy melts in a large microwave safe bowl. Melt in 30-second intervals, stirring until fully melted and smooth. Dip each cake ball into the chocolate, set back onto plates.
Decorate with chocolate chips for eyes and mouth, m&m for the nose, and a rolo for the hat. Let chocolate set.
