Preheat oven to 350 F. In a medium bowl, whisk together flour, salt, baking soda, cream of tartar, and ground cinnamon.
In another large bowl, using a mixer, beat softened butter with sugar until fluffy. Add in eggs and vanilla extract, beat until smooth. Add the flour mixture in three additions, beating after each until all of the flour is fully incorporated.
In a small bowl, combine sugar and cinnamon. Press cookie dough into a large greased baking dish. Sprinkle with cinnamon and sugar. Bake for 20-25 minutes.
