Preheat oven to 350 F. Brown ground beef in a large skillet over medium heat, breaking it up as it cooks until it is no longer pink. Drain grease and return meat to skillet.
Add in tomato sauce, drained corn, brown sugar, worcestershire sauce, mustard, salt, pepper, onion powder and garlic powder. Continue to cook over medium heat to let heat through.
Spread beef mixture into a large greased baking dish. Evenly place frozen tater tots on top of the beef mixture. Sprinkle shredded cheddar cheese over tater tots. Bake for 45-50 minutes.
