- Preheat oven to 350 F. Place 12 cupcake liners into muffin pans. In a large bowl, whisk together flour, sugar, baking powder, and salt. Add in eggs, milk, vegetable oil, and peppermint extract. Whisk until smooth. Add green food coloring and whisk until fully green.
- Evenly divide cupcake batter between lined cupcake pans. Bake for 15-18 minutes. Let cool completely.
- For the whipped cream frosting, beat heavy cream with sugar and vanilla extract until stiff peaks form. Frost cooled cupcakes and top each with a cherry.
