Preheat oven to 350 F. In a large bowl, whisk together flour, sugar, cocoa powder, salt, baking powder and baking soda. Whisk in eggs, milk, vegetable oil and vanilla extract until smooth.
Pour cake batter into a large greased baking dish. Bake for 30-35 minutes. Let cool completely. Crumble cake into a large bowl, mix with the chocolate frosting. Form mixture into balls and set onto plates. Refrigerate for at least 30 minutes.
Melt chocolate in the microwave in 30 second intervals, stirring after each until fully melted and smooth. Coat cake balls into the melted chocolate and set onto plates. Place two pretzel sticks at the top for the antlers and 3 m&ms for the eyes and nose. Let sit until the chocolate has fully set.
