Place the flour and cocoa powder into a microwave-safe bowl, and heat in the microwave for about 40 seconds. In a large bowl, combine butter with sugar until fluffy. Add in vanilla extract and milk until smooth.
Add in the flour mixture, mix until it is fully combined. Add in the red food coloring, mix until it is fully red. Fold in the white chocolate chips. Evenly divide the cookie dough between the pretzels. Sandwich with more pretzels.
Place the white chocolate chips in a microwave-safe bowl, and heat in the microwave in 30-second intervals, stirring well until it is fully melted and smooth.
Dip half of each pretzel bite into the melted chocolate. Set onto plates, and let sit until the chocolate has completely set.
