Preheat oven to 350 F. Prepare a muffin pan with cupcake liners. In a large bowl, whisk together flour, sugar, cocoa powder, salt and baking powder.
Add in eggs, vegetable oil, milk and mint extract. Whisk until smooth. Divide the brownie batter between the prepared cupcake liners. Bake for 20-25 minutes. Let cool completely. Sprinkle with green sprinkles.
