Preheat the oven to 350 F. In a large bowl, whisk together flour, sugar, cocoa powder, salt, and baking soda. Add in eggs, melted butter, and peppermint extract, whisk until smooth.
Pour the brownie batter into a greased 8-inch square baking dish. Bake for 20-25 minutes. Let cool completely. Crumble the brownies into a large bowl, and mix with the chocolate frosting.
Roll the brownie mixture into balls and set onto plates. Refrigerate for at least 20 minutes. Place the chocolate chips into a microwave-safe bowl, and heat in the microwave in 30-second intervals, stirring well after each interval until it is completely melted and smooth.
Using a fork, fully coat each brownie truffle into the melted chocolate. Set back onto plates, and refrigerate until the chocolate has completely set.
