Preheat oven to 350 F. In a large bowl, combine ground beef, salt, pepper, garlic powder, paprika, dried oregano, milk, egg, ketchup, mustard and breadcrumbs.
Spoon the meatloaf mixture into 12 greased muffin cups. For the brown sugar glaze, in a small bowl, combine brown sugar, ketchup and mustard. Evenly spread the glaze over each muffin. Bake for 25-30 minutes.
