- For the chocolate chip cookie dough, place flour into a medium bowl and microwave for 40 seconds. In a large bowl, with a mixer, beat softened butter with both sugars until light and fluffy. Add in milk and vanilla extract, beat until smooth. Add in flour and beat until all of the flour is incorporated. Fold in chocolate chips. Roll cookie dough into small balls.
- Beat heavy whipping cream in a large bowl with a mixer until stiff peaks form. Fold in sweetened condensed milk, vanilla extract and cookie dough balls. Pour mixture into a large freezer safe container. Freeze for at least 4 hours.
