Place the flour and cocoa powder into a microwave-safe bowl, and heat in the microwave for about 40 seconds. In a large bowl, combine butter with sugar until fluffy. Add in vanilla extract and milk, mix until smooth.
Add in the flour mixture, mix until it is fully combined. Add in the red food coloring, and milk until it is fully red. Roll the cookie dough into balls, and place them onto a plate. Refrigerate for at least 20 minutes.
Place the chocolate chips in a microwave-safe dish, and heat in the microwave in 30 second intervals, stirring well until it is fully melted and smooth.
Use a fork to fully coat each truffle into the melted chocolate. Set back onto plates, and place one candy eye on each truffle. Let sit until the chocolate has completely set.
