Place the flour into a microwave-safe bowl, and heat in the microwave for 40 seconds. In a large bowl, combine butter with sugar until fluffy. Add in the milk and vanilla extract and mix until smooth.
Add in the flour, and mix until it is fully combined. Fold in the chocolate chips. Evenly roll the cookie dough out onto a floured surface or parchment paper.
Cut out hearts with a mini heart shaped cookie cutter. Place onto a plate, and refrigerate for at least 20 minutes.
Place the chocolate chips into a microwave-safe bowl, and heat in the microwave until it is fully melted and smooth. Use a fork to fully coat each cookie dough heart into the melted chocolate.
Set onto plates, and let sit until the chocolate has completely set.
