Preheat oven to 425 F. In a measuring cup, whisk milk and vinegar together. In a large bowl, whisk together flour, salt, baking powder, onion powder and garlic powder.
Cut shredded cheddar cheese and cubed butter into the flour mixture until it is crumbly and resembles course crumbs.
Pour buttermilk mixture into the flour mixture and stir until a dough forms. Dump dough out onto a floured surface.
Fold the dough over itself a couple of times. Lightly roll the dough into a rectangle. Cut out into biscuits and place onto a large greased baking sheet. Bake for 15 minutes.
