To make the cookie dough, butter is melted in a large saucepan along with sugar, cocoa powder, and milk. Bring the mixture to a boil, then let boil for one minute without stirring. Remove the mixture from the heat, and stir in the oats, peanut butter, and vanilla extract. Drop spoonfuls of the cookie dough onto a large plate, and place mini cadbury eggs on each cookie. Let the cookies sit until they are completely set.
