Place the white chocolate chips into a microwave-safe bowl, and heat in the microwave in 30-second intervals, stirring well until it is fully melted and smooth.
Place the pink sanding sugar into a shallow dish. Cut each marshmallow in half, and dip each half into the sanding sugar. Use a fork to fully coat each graham cracker into the melted chocolate, and set onto a plate.
Decorate with marshmallows, candy eyes, and jelly beans. Let sit until the chocolate has completely set.
