In a large measuring cup, whisk together warm water with sugar and active dry yeast. Let sit for 10 minutes. In a large bowl, combine flour and salt.
Add in yeast mixture and olive oil. Mix until a dough forms. Knead on a floured surface until smooth and elastic. Place dough into a large greased bowl. Cover with a towel or plastic wrap and let rise in a warm place for 1-2 hours, until doubled in size.
Preheat oven to 400 F. Deflate dough and divide in half. Roll out each half into a rectangle. Cut into strips and place onto 2 large greased baking sheets. Evenly spread melted butter over each bread stick.
In a small bowl, mix together grated parmesan cheese, salt, crushed red pepper flakes, garlic powder, dried oregano and dried basil.
Evenly sprinkle the cheese mixture over the bread sticks. Bake for 15-20 minutes.
